Employee Warning Letter in Egypt: Templates and Legal Rules

Employee warning letter templates for lateness, poor work and absence in Egypt, with Labour Law No. 14 of 2025 rules on hearings, signing and registered mail.

An employee warning letter is a written notice that records a specific violation, tells the employee it must not happen again, and goes into their file. Under Egypt's Labour Law No. 14 of 2025, the written warning is the first and lightest of the eight disciplinary penalties. The same law also uses a completely different kind of warning: a registered letter sent to an employee who has stopped coming to work, before they can be treated as having resigned.

International HR templates rarely make that distinction. A "first, second, final warning" letter downloaded from a UK site will not meet the Egyptian rules for either case.

TL;DR: A disciplinary warning needs a dated, specific violation, a hearing (oral is allowed for a warning), and a reasoned written decision placed in the employee file (Articles 139 and 141). An absence warning is a registered letter with acknowledgment of receipt, sent after 5 consecutive days or 10 scattered days of unjustified absence in a year (Article 166). Templates below; this is general information, not legal advice.

Two warnings, two legal purposes

Disciplinary warning Absence warning
Legal basis Article 139, penalty no. 1 Article 166
Used for Any violation in your work regulations Unjustified absence
Before sending Inform the employee and hear them 5 consecutive or 10 scattered days of absence
Form Reasoned written decision, handed over Registered letter with acknowledgment of receipt
Effect Recorded penalty; counts for repeat offences Precondition for treating continued absence as resignation

Use the wrong one and you lose either way. A normal warning to an absent employee does not satisfy the registered-letter requirement. Treating the absence letter as a penalty means you have penalised someone without hearing them.

When is a disciplinary warning valid?

Labour Law No. 14 of 2025 sets a short list of conditions. Check each one before the letter leaves your desk:

  1. The violation is in your regulations. Penalties apply "according to the work and penalty regulations in the establishment" (Article 139). Our guide to a disciplinary action policy explains how to write that list.
  2. The employee was told and heard. Article 141 bars any penalty until the employee is informed in writing and heard. For violations punished by a warning, the hearing may be oral, provided its content is recorded in the decision.
  3. You moved quickly. The investigation must start within 7 days of discovering the violation (Article 141).
  4. The decision gives reasons. Every penalty decision must state why.
  5. The right person signs. Article 148 lets the site manager issue written warnings directly.
  6. It goes in the file. Article 92 requires penalties to be recorded in the employee file.

Replace the brackets. Keep it factual; the decision is stronger without lectures.

Decision: written warning

  • Employee: [name], [job title], [branch]
  • Facts: Attendance records show you arrived after the 08:30 start time on [3, 7 and 9 October], by [20, 35 and 45] minutes, beyond the grace period in company regulations.
  • Hearing: You were informed on [10 October] and stated orally that [summary of the employee's answer].
  • Decision: Having considered the above, and under clause [number] of the penalty regulations, a written warning is issued. A repeat of the same violation within one year may lead to a heavier penalty under the regulations.
  • Signed: [site manager name and signature], [date]
  • Received by employee: [signature, or a note that they refused to sign, witnessed and dated]

Template: employee warning letter for poor performance

Performance warnings fail when they describe attitude rather than output. Tie the employee warning letter to one task with a deadline and a definition of done:

  • Facts: On [Sunday 5 October] you were assigned [the monthly supplier reconciliation for the Alexandria warehouse], due by end of day [Wednesday 8 October]. It had not been delivered by [date], despite a reminder on [Tuesday].
  • Impact: [Two supplier payments were delayed].
  • Hearing: [summary and date of the employee's response].
  • Decision: Written warning under clause [number]. The task is reassigned with a new deadline of [date].

The last line matters. A warning with no new deadline punishes the past but changes nothing. For writing tasks that can actually be tracked, see our guide on how to follow up on employee tasks.

Template: warning letter for absence from work without permission

This is not a penalty decision; it is the notice Article 166 requires. An employee who is absent without legitimate reason for more than 10 consecutive days, or more than 20 scattered days in a year, is considered to have resigned, but only if a warning was sent first.

Pattern Send the warning after Deemed resignation if absence exceeds
Consecutive absence 5 days 10 consecutive days
Scattered absence 10 days in the year 20 days in the year

A short form of the letter:

  • To: [name], [address on file]
  • You have been absent from work without permission or a submitted justification since [date], a total of [5] consecutive days.
  • Please return to work or provide a justification for your absence. Continued unjustified absence for more than 10 consecutive days will result in your being considered to have resigned under Article 166 of Labour Law No. 14 of 2025.
  • [signature, date, company stamp]

Send it by registered post with acknowledgment of receipt to the address in the employee's file, and keep both receipts. Article 134 obliges employees to give their employer a correct home address and report changes, so keep that field current. If the employee returns and you disagree about the justification, Article 149 lets either side ask, within 10 days, for an amicable settlement before a committee chaired by the labour directorate; directorate details are on the Ministry of Labour website. The wider attendance rules are in our attendance policy guide.

Common mistakes

  • "Final warning." There is no warning that unlocks dismissal by the employer. Under Article 148, dismissal is for the labour court.
  • No dates. "Frequent lateness" is not a fact. List days and minutes.
  • Warning plus deduction for the same incident. Article 140 allows one penalty per violation.
  • Group warnings. Each employee needs their own decision with their own facts.
  • No proof of delivery. If the employee refuses to sign, record the refusal with a witness and a date.

Where Yawmy fits

Every template above starts with a "facts" line, and that line needs exact dates and times. According to the Yawmy website:

  • Staff check in and out with GPS verification from the app or a Telegram bot, so lateness dates and minutes come straight from a report.
  • A live dashboard shows who is at work today, so absence is visible on day one, not day five.
  • Managers assign tasks and track completion, so "not delivered on time" is a logged fact.

Yawmy does not draft or send warnings. It gives you the facts they rest on. To compare ways of recording attendance, start with employee attendance software in Egypt.

FAQ

Can I dismiss an employee without a warning in Egypt?

The employer cannot dismiss on its own decision at all: Article 148 gives dismissal to the labour court, for serious faults only. For some serious faults, such as repeatedly ignoring safety instructions, the article requires that the employee was warned in writing. For absence, the Article 166 letter must come before treating someone as having resigned.

How many warnings before a salary deduction?

The law sets no number. Your penalty regulations define the ladder for each violation, and Article 144 allows a heavier penalty if the same violation recurs within one year of the earlier penalty being notified. Deductions remain capped at five days' basic pay per month.

Is a warning sent on WhatsApp or email valid?

For a disciplinary warning, what matters is written notice and proof that the employee received it; hand delivery against a signature is the clearest. For an absence warning, Article 166 specifically requires a registered letter with acknowledgment of receipt, so do not rely on WhatsApp alone.

How long does a warning stay on file?

It stays in the employee file as a recorded penalty under Article 92, and the file must be kept for at least five years after employment ends. Its effect on escalation lasts one year from notification under Article 144.

Who can sign an employee warning letter?

The employer or a delegate. Article 148 also allows the site manager to issue written warnings and deductions of up to three days. State in your regulations who holds that authority at each branch.
