Employee Offboarding Checklist and Exit Clearance Form

An employee offboarding checklist and exit clearance form for small firms in Egypt: who signs, what to recover, and legal deadlines for final pay.

An employee offboarding checklist makes sure four things happen before someone's last day: their work is handed over, company equipment and access are recovered, their final attendance and leave are calculated, and their final pay and certificates go out on time. The exit clearance form is the page where each owner signs that their part is done. In Egypt, the law also sets deadlines for the employer's side, so clearance cannot be used to hold a leaver's pay hostage.

Most small companies offboard by accident. Someone leaves on Thursday, and two weeks later the team realises the shared Instagram password never changed and the warehouse key went home in a jacket pocket.

Quick answer: Open the clearance form on the day the resignation arrives, not on the last day. Get sign-off from four owners: line manager, IT and equipment, finance, and HR. Close the attendance record on the final day and settle the leave balance. Then meet three Egyptian deadlines: final dues within 7 days of the worker claiming them, an end-of-service certificate within 15 days of the request, and papers plus proof of clearance on request.

What an exit clearance form is for

In a large company, exit clearance is a routine circuit through several departments. In a 20-person business it is usually nobody's job, which is why it goes wrong. A structured form protects everyone involved:

  • The company recovers equipment, closes access and keeps client data inside the business.
  • The employee gets written proof that they handed everything back, which ends arguments later.
  • The relationship survives. People who leave well come back, refer friends, or at least do not warn others away from you.

Gulf readers will know the same document as a "clearance certificate" or "no-objection" step. The mechanics below apply anywhere; the legal deadlines in this article are Egyptian, so check your own ministry's rules in Saudi Arabia or the UAE.

The exit clearance form: who signs and what they check

Use this as a starting template for a 5 to 50 person company. Delete rows that do not apply, but keep the signature column.

Owner What they confirm Signature and date
Line manager Open tasks handed over, files moved to a shared drive, clients introduced to the replacement
IT and equipment Laptop, phone, keys and access cards returned; email and system accounts closed; shared passwords changed
Finance Cash custody and any advances settled according to what was agreed in writing
HR Attendance record closed, leave balance calculated, employee's own documents returned, certificate prepared
Employee Confirms they returned company property and received their documents

Every row has one owner and one date. A row without a signature means the step did not happen.

What to do when an employee resigns: a step-by-step timeline

  1. The day you receive the resignation. Record the date, confirm the last working day in writing, and open the clearance form.
  2. Week one of the notice period. The line manager names a replacement or a temporary owner, and the handover of tasks and files begins.
  3. Two or three days before the last day. Calculate the leave balance and review the final month's attendance. Our guide to annual leave entitlement in Egypt shows how to work out what is owed.
  4. The last working day. Count equipment and custody in front of the employee, close accounts at the end of the day, and close the attendance record.
  5. After the last day. Pay final dues within the legal window, issue the certificate when requested, and archive the file.

Revoke access when the employee leaves, not before

Close accounts at the end of the final day, not the morning of it. Someone who finds their email locked on their last morning feels fired, even when they resigned. The exception is a dismissal or a security concern; then access goes first and the conversation follows.

Make an inventory of everything digital, because small companies forget these most:

  • Company social media pages and ad accounts
  • WhatsApp or Telegram groups with clients and suppliers
  • The online store or booking dashboard
  • Shared passwords, alarm codes and Wi-Fi keys

Final settlement in Egypt: what the law requires

The obligations below come from Labour Law No. 14 of 2025 as published in the Official Gazette. According to Manshurat, the law took effect on 1 September 2025.

Obligation What the law says (summarised) Article
Final pay When employment ends for any reason, wages and all sums due are paid within 7 days of the worker claiming them 108
Withholding pay Withholding all or part of a worker's wage without a legal basis is prohibited 108
End-of-service certificate Start and end dates, type of work and benefits; wage and reason for leaving if the worker asks; issued within 15 days of the request 175
Experience certificate A certificate of the worker's experience and professional competence, free, on request, during or at the end of the contract 175
Documents and clearance Papers, certificates or tools the worker deposited, and proof of their clearance, returned on request 175
Employee file Kept for at least five years after employment ends 92

The practical reading is simple. Do not tie the final payment or the certificate to the clearance form being complete. If a laptop has not come back or an advance is unsettled, deal with it through your written regulations and, where it is contested, a lawyer. Holding the leaver's money is not the tool.

Common offboarding mistakes

  • Starting on the last day. Everything is rushed, and the employee leaves before half the signatures exist.
  • Estimating the final month. The last month usually has partial days, leave and maybe some lateness. Estimates create disputes; records end them. Our guide to payroll and attendance reconciliation shows the method.
  • No exit conversation. Fifteen minutes asking why they are leaving costs nothing and often tells you what the next resignation will be about.
  • Shredding the file. Egyptian law requires you to keep it for at least five years.

How Yawmy helps

On the last day, the attendance record is the evidence you settle final pay from. Here is what the Yawmy website lists for its attendance and task app:

  • Staff clock in and out from Telegram or from the free iOS and Android app, with GPS-verified check-ins.
  • A live dashboard shows attendance, lateness and working hours for each employee and each department.
  • Month-end payroll is calculated with lateness and absence deductions applied automatically.
  • You can start Yawmy free, and a paid plan covers unlimited employees.

The hardest number in any exit is the last month: how many days did this person actually work? A daily attendance record answers that without guesswork, while the equipment and signatures stay on the clearance form. FAQ

What should an employee offboarding checklist include?

Handover of tasks and files, return of equipment and keys, closing of email and system accounts, settlement of custody and advances, closing the attendance record, calculating the leave balance, returning the employee's documents and issuing the certificate. Each item needs one owner and a date.

Can I hold an employee's final salary until clearance is complete?

In Egypt, Article 108 of Labour Law No. 14 of 2025 requires wages and all sums due to be paid within 7 days of the worker claiming them, and prohibits withholding wages without a legal basis. Resolve unreturned property through your regulations or legal advice, not by holding pay.

How soon must I issue an experience or end-of-service certificate?

Article 175 requires the end-of-service certificate within 15 days of the worker's request. A separate certificate of experience and professional competence must be given free on request, during the contract or at its end.

How long should I keep a former employee's file?

At least five years from the end of employment under Article 92, and longer if there is a court dispute, until a final judgment is issued.

When should I close a leaver's system access?

At the end of their final working day, after equipment is returned and the handover is signed. Close it immediately only in a dismissal or when there is a genuine security concern.
